I find the SS1000 can be temperamental at times, especially after being moved. Serial is very early and very little needs to be working for serial to output. Given that I would focus on the clock board, have you tried reseating it? I have that exact problem in the past.

Make sure you leave the keyswitch in the diagnostics position as well.
