Your voltage measurements were done with a DC meter (or a DC range on a
multimeter), right?

You might have a lot of ripple; DC measurements will generally give you
an average (of some kind - depending on the meter, possibly the simple
mean, possibly RMS, it depends).  If you have a high-impedance AC
meter, maybe try using that on the "DC" outputs of the PSU?
