I'll write up a post on VCF forums eventually, but I got around to testing this. I have a PicoPSU with the appropriate outputs and re-pinned a $5 ATX-AT adapter. Once I tied Pin 1 to 5v, the system started right up.
I'll try wiring it to the ATX power good signals once I get back from vacation and report back

The description implies START_PWR_DOWN_L is an input to the motherboard
while POWER_ON_L is an input to the PSU. So you should be able to leave
POWER_ON_L unconnected while driving START_PWR_DOWN_L high at whatever
logic voltage level is used there for the system to operate normally.
No experience with said system here, it's just what I infer from the doc.
