Neither, they used variants of the IWM (Integrated Woz Machine)
controller, inherited from the Apple II.
Discrete chips originally, eventually integrated in larger ASICs
(after being extended to support 1.44M drives and compatibility with
PC-formatted disks, which the original 400K and 800K drives couldn't
do).
