I don't think it is a question of the intent of the original protocols,
as that the original protocol suites were created without provisions for
identifying and controlling abuse, because they were created in a
different era when it was never really imagined that EVERYBODY would be
on the Internet and no-one considered the possibility of widespread
systematic abuse.

This is not a unique phenomenon.  When the stock market was created, it
never occurred to any of its creators that an entire industry would
arise built upon hoovering wealth out of the economy by constantly
exploiting millisecond-scale fluctuations in stock prices on a massive
scale.
