Where does one get a POWER5 or POWER6 box these days? I've actually
wanted one in the recent past but am not interested in paying 20,000
for a new one from IBM.

Unixsurplus.com has G5's for ~$200. I don't know if they have them
online, but they have them in the store and they ship. Might be worth
calling in. I was tempted by them. They're not Quad, but they might
know where to get one.
