In the late 1960's I had a friend who was an instal/repair supervisor
for New Jersey Bell. He had no choice of who was sent to him as new
employees. He could assign them as either repairmen or installers.
He had a simple test. If they could pick up a phone and tell that the
line had dial tone, he made them a repairman. If not, they were made
