  I don't know how hard it is and how complete the documentation is,
  but there is a chapter on VME Device Drivers in the Device Driver
  Programmer's Guide:

  I have no clue on designing own hardware and writing drivers for it,
  but wouldn4t a more general approach rather use SCSI than VME to
  bridge USB to an old system?
