that's why i always jumper my drives to spin up on first access.  yes,
it slows cold boots - but that's the point; it spreads the power surge
out and reduces strain on all the power supplies up the chain.

alternatively, it used to be possible to jumper drives to spin up at
<scsi_id> seconds after power-on.  haven't looked recently.
