It was religous persecution. If you did not follow the CofE line,
you often ended up in jail. William Penn's father was owed money by the 
king and he was paid off in land in the "New World". Penn was jailed
for his relegious beliefs.


As for France, look at the aformentioned
Huegenots (sp??). They were protestants who were persecuted and often
killed in France. 

It's not so much as being able to persecute others in their own way,
it's that they were given or bought private land in the "New World" and
wanted to run it the way they wanted. You can see that here with communities
that only allow people of their relgious nature to live in them.
