A friend of mine, here in Israel uses Free World Dialup, which was a 
free SIP exchange. As of September first free SIP id's are good only
for 30 days. If you want to keep the same "number" you need to pay $30
a year.

I've had an FWD number for many years, but to be honest only used it to
test ATA's and SIP softphones.

Now that it's not going to be free, can anyone recommend a free SIP exchange?

Just to answer the question in advance, the person involved has a limited
Internet connection and while SIP works fine, SKYPE does not.
