[geeks] secure editor, vi preferred

I'm looking for a secure text editor for UNIX, specifically FreeBSD 7.

What I need is an editor that only allows editing the files given on  
the command line.

All internal open commands need to be disabled, as well as any  
internal write-another-file commands.

I've looked at a lot of editors, but all of them, even the "secure"  
versions, still allow use of the internal open and write-another-file  
commands.

Ideally the editor would be roughly vi compatible.
