bl.spamcop.net should never be used to block mail.  If you ask on most 
of the MTA user lists or any of the anti-spam lists (like SPAM-L) you'll 
get told "use SpamCop for SpamAssassin scoring, not as a block list".
You'll note that SpamCop says the same thing on their web site ;)
